Rohnert Park’s sewer system revenue bonds have received an upgraded AA credit rating from S&P Global Ratings, improving from AA-minus under a stable outlook, the city announced Aug. 25.
The rating was issued July 29 and reflects what S&P identified as financial strength and sound management of the city’s wastewater collection system. Credit ratings are independent evaluations of an issuer’s ability to repay debt.
Among the factors cited in the rating were extremely strong debt-service coverage and $24 million in available sewer system reserves during fiscal year 2025. S&P also pointed to continued rate increases that have kept pace with rising costs while remaining affordable for residents.
The city said a higher credit rating typically allows it to borrow at more favorable interest rates for future infrastructure investments, potentially helping limit costs for sewer ratepayers.
Rohnert Park City Manager Marcela Piedra attributed the upgrade to the city’s long-term financial planning and management of infrastructure investments. Finance Director Betsy Howze said the rating reflects reserve management, long-range planning and efforts to maintain the sewer system’s financial strength.
Rohnert Park operates a collection-only sewer system. The city collects wastewater and sends it to the Santa Rosa Subregional wastewater treatment plant for processing.
According to the city’s announcement, S&P found that sewer rates remain affordable at roughly 1% of median household income. The city also maintains formal reserve targets and long-range capital planning.
