Rohnert Park Investigation Leads to Arrest in Alleged Minor Exploitation Case

The Rohnert Park Department of Public Safety said investigators arrested Franklin James Rockwell during a human trafficking operation involving the alleged exploitation of a minor. According to the department, investigators identified Rockwell as a suspect after developing evidence during the investigation. He was arrested on three felony allegations: human trafficking of a minor; arranging a meeting with a minor for lewd purposes; and a controlled-substance offense involving a minor. The charges cite California Penal Code sections 236.1(c) and 288.4, along with Health and Safety Code section 11380. The department said investigations into human trafficking and child exploitation can involve undercover enforcement, digital evidence and coordination with other law enforcement agencies. Rohnert Park officials described the operation as part of the department’s efforts to investigate crimes targeting minors. The department also emphasized that people arrested or accused of crimes are presumed innocent unless and until proven guilty in court.
